These results tend to indicate that there is, indeed, a significant outperformance enjoyed by private/parochial institutions and the multiplier (if designed to create absolute equity) should be set at somewhere between 1.15 and 1.75, depending on what percent of that outperformance is attributed to factors that one one would what to correct for.
